It's essentially a measure of how effective a shield is in preventing unwanted electromagnetic fields from penetrating through it.

Within the MIL-STD-188-125-2 standard, specific requirements for shielding effectiveness are laid out, especially concerning points of entry (POEs) like piping or ventilation systems.
